Re-pause the bot — email storm from dedup catching up

Real-mode ticks generated a lot of notifications: every duplicate consent
issue from the previous loop bug got closed by the proactive dedup pass,
fresh consent issues opened for the repos with genuine bp:main /
ruleset:create drift, and auto-applied files:pr PRs landed alongside.

Pause again so we can plan how to drain the backlog more quietly before
re-enabling.
