feat(tests, setup): enhance setup script and add concurrency tests

Refactor the setup script for idempotency and add concurrency tests for service registration. This improves the reliability and maintainability of the setup process and ensures that service registration can handle concurrent operations effectively.

- Update `setup.bat` to use `dotnet tool restore` for idempotent behavior.
- Add `ServiceCollectionExtensionsConcurrencyTests` to validate concurrent service registrations.
- Create a deep analysis plan outlining findings and actionable tasks for future improvements.
