fix(laravel): fix three CI test failures in GiftAid and PostcodeRemap

- GiftAidClaimService: normalise extracted postcode to always include a space
  between outward/inward codes (e.g. M11AA → M1 1AA) so lookupCanonicalPostcode
  can match it against the locations table
- GiftAidClaimServiceTest: add missing locations row setup in
  test_identify_postcodes_falls_back_to_regex (lookupCanonicalPostcode now
  requires a matching row; test was written before that validation was added)
- PostcodeRemapService.findNearestArea: wrap CASE expression in a subquery so
  WHERE intersects IS NOT NULL is valid SQL (PostgreSQL forbids referencing
  column aliases in the same SELECT's WHERE); also add DROP INDEX IF EXISTS
  before renaming the temp index so repeated test runs don't fail with
  "relation already exists"
