fix(ci): extend batch health check and wait loop to 9 min

Batch starts before Percona is ready (required: false) and must
wait in a DB retry loop. Combined with running all migrations on
a fresh volume, the old 280s window (180s start + 10x10s) was
too short — batch was failing at ~298s.

New limits:
- docker-compose: start_period 180s→360s, retries 10→15 = 510s
- orb loop: 120×2s→280×2s = 560s (covers full health check window)
