feat(asic): drop-event ring buffer + UI self-heal corrupt badge (TA-237, TA-238) (#201)

- ring buffer (16 entries) captures each telemetry-drop with full forensic
  context (chip, kind, addr, ghs, delta, elapsed) so the event survives
  without a live SSE log subscriber
- per-chip last_drop_us drives a 5-minute self-heal window for the
  ChipsCard "telem corrupt" badge — a transient blip no longer pins a
  healthy chip red until reboot
- /api/stats now exposes per-chip last_drop_ago_s and a top-level
  recent_drops array
- Diagnostics page renders a "Recent telemetry drops" table from the ring
- getChipState extracted to lib/chipState.ts for unit testability

Host tests: +6 (242 total). Webui tests: +5 (57 total).
