test: drop duplicate bb_url_decode_field tests + stub (#200)

breadboard owns the bb_url_decode_field function and tests it (11 tests in breadboard/test_http_utils.c). TaipanMiner had a copied stub and 9 duplicate tests that are now removed:
- delete test/test_host/test_http_utils.c and test/test_host/http_utils.c
- remove from platformio.ini [env:native] build_src_filter
- remove forward declarations and 9 RUN_TEST calls from test_main.c

device builds link against the real bb_http implementation. host tests drop from 245 to 236.
