api: remove deprecated Call16/Call17 constructors

Call16 protocol (IPROTO_CALL_16) has been deprecated since Tarantool
1.7.2 and is no longer needed. NewCall17Request was just an alias for
NewCallRequest, causing confusion about which constructor to use.

Removing both simplifies the public API before the v3 major release.
