ci: reduce self-hosted Playwright workers from 11 to 6

Job #5778 showed the parallel step taking 2721s (45 min) vs the normal
513s — ~4 simultaneous test timeouts caused by CPU starvation. The
24-CPU runner shares capacity with Android emulator, dev tools, and
Docker CI stack (~8-10 CPUs). 11 browser workers is borderline under
load; 6 leaves comfortable headroom while still being 6× faster than
single-worker CI.
