fix: mining_pause_check at 256K-nonce tier, not 1M — OTA ACK timeout (TA-199) (#163)

SW-mining outer loop previously called mining_pause_check() only inside
the Tier 2 yield block (every 1M nonces ≈ 4.5s on tdongle at 222 kH/s).
mining_pause() waits at most 5s for the ACK, so any scheduling jitter
dropped it — OTA would then proceed with the miner still running at
full load, starving TLS of heap. Observed as ESP_ERR_HTTP_CONNECT
intermittently.

move the check to Tier 1 (256K nonces ≈ 1.1s). 4× the headroom against
the 5s timeout. check itself is an atomic read when no pause is pending
so the added rate is free. Tier 2 keeps its existing yield/wdt/delay
for mining-scheduler purposes.
