fix: dual-chip addr_interval from detected count; 650 job interval → 250 ms (#161)

TA-198 dual-chip follow-ups.

1. bm1370_ops.c: compute addr_interval after chip detection using the
   actual chip_count rather than the compile-time BM1370_CHIP_COUNT.
   on a healthy boot the two agree, but on a degraded enumeration (e.g.
   chip 1 missed SETADDR) this keeps subsequent per-chip writes
   targeting real chips only. matches AxeOS.

2. bitaxe_650.h: BM1370_JOB_INTERVAL_MS 500 → 250. AxeOS scales
   500 / asic_count for the Duo; TM had a fixed 500 which halved
   job-feed rate. low-probability contributor to the residual HW error
   gap but aligns timing with AxeOS.

agent's third candidate — missing uart_flush after baud switch — was
already in place (bm1370_ops.c:140, since PR #86). no-op.
