diag: tps546 freq/oc readback + per-chip raw counter log (TA-198) (#159)

investigation hook for the 650 HW error gap that persisted after #158:
601 went to ~0%, 650 stayed at ~2%. two questions to answer:

1. did our FREQUENCY_SWITCH write actually take on both boards, or is
   the 650's OTP rejecting it / already set differently? add readback
   logs of FREQUENCY_SWITCH and IOUT_OC_FAULT_LIMIT at end of
   tps546_init. appears once per boot.

2. are the 601's near-zero and 650's ~2% actually the same underlying
   silicon behavior measured differently, or real divergence? log raw
   total_val / error_val per chip inside the existing 30s asic status
   tick. lets us compare counter deltas directly board-to-board.

no behavior changes. diagnostic only.
