feat: expose per-hash-domain ASIC telemetry (TA-192 phase 2) (#156)

reads BM1370 DOMAIN_{0..3}_COUNT registers every 5s alongside the
TOTAL/ERROR poll from phase 1. /api/stats gains a nested asic_chips[]
array with total_ghs + error_ghs + domain_ghs[4] per chip. matches
AxeOS's hashrateMonitor.asics[] shape.

prerequisite for per-chip tuning (TA-194) and UI redesign (TA-193).
