feat: rolling 1m/10m/1h ASIC telemetry avgs + EMC2101 ideality calibration (#155)

rebased on main (includes #153 TA-192 phase 1 + #154 BE fix). this lands
the changes needed to make the telemetry landed in #153 match AxeOS.

1. feat: rolling 1m/10m/1h averages for asic_total_ghs and asic_hw_error_pct
   ring-buffer pattern mirroring ESP-Miner's hashrate_monitor_task.c:
   12 slots at 5s each = 1m, 10 slots at 1m each = 10m, 6 slots at 10m = 1h.
   exposes *_1m, *_10m, *_1h fields on /api/stats alongside the point
   samples. progressive blending matches AxeOS.

2. fix: write EMC2101 ideality factor + beta compensation for BM1370
   AxeOS writes 0x24 / 0x00 for Gamma family (600/601/602/650). without
   these, the EMC2101 uses default ideality and reports die temp ~11C
   higher than actual — our 650 read 71C while an identical AxeOS-running
   unit read 60C at the same voltage/current. fan curve was responding
   to a lie. values live in the board headers so 403 (BM1368) doesn't
   get them.
