fix: gate ota_validator callbacks on bb_ota_is_pending (#152)

the stratum-authorized and share-accepted hooks always armed the
15-minute mark-valid timer and called bb_ota_mark_valid, regardless of
whether the running image was actually in ESP_OTA_IMG_PENDING_VERIFY.
breadboard's primitive silently no-ops when nothing is pending, but the
wrapper still logged a misleading "15-minute mark-valid timer started"
line and held a timer slot for no reason.

bail early on !bb_ota_is_pending() in both hooks. correct behavior is
preserved for the real OTA-push path.
