feat(bb_ota_pull): log retry-recovery on check and handshake loops (#75)

Field reports of OTA logs that appeared stuck actually showed a TLS
flake on attempt 1 followed by silence while the retry loop recovered
on attempt 2 or 3. The only inline logs were failures, so successful
recovery was indistinguishable from a hang until the terminal
'background check completed' line landed 10-20s later.

Emit an info log when attempt >0 ultimately succeeds, so a flake-then-
recover sequence reads as '1/3 failed ... succeeded on 2/3' instead of
'1/3 failed ... (20s silence)'.
