v1.15.3: Drop implausibly short MHC-II rows at build time (#122) (#125)

MHC-II binding requires ~12-25 aa peptides; 8-11 aa rows labeled
mhc_class="II" are overwhelmingly IEDB import errors (e.g. HLA Ligand
Atlas PMID 33858848 attributing class-I elutions to the class-II
bucket). Adds `_drop_short_mhc2_rows()` helper called after the MS
and binding frames are assembled. Logs the drop count + top-5 PMIDs
affected so the curator can audit. Current data: ~119K rows dropped
across many PMIDs, led by HLA Ligand Atlas (55K) and PMID 37301199
(18K). Fixes #122.
