test: add error-response tests for all resource modules (#157)

Each resource module now has a describe 'error responses' block that
stubs a 401 authentication failure and asserts:
1. the HTTP status code is returned correctly
2. the error body is decoded and returned as a map

Previously only happy-path 200 responses were tested.
