chore: update minimum Elixir version from 1.9 to 1.15 (#158)

The CI matrix tests against Elixir 1.15 through 1.19. The previous
minimum of ~> 1.9 was misleading as the library was never tested on
those versions, and recent dependencies like Req 0.5 require newer
Elixir.
