refactor: adopt breadboard bb_hw for board-header dispatch (#140)

- delete local components/bb_hw/ forwarding stub (superseded by
  breadboard v0.11.0's BB_HW_BOARD_HEADER hook)
- reduce components/board/include/board.h to HAS_I2C + C3 pin-range
  assert; the board-header dispatch now lives in bb_hw
- wire -DBB_HW_BOARD_HEADER per env in platformio.ini
- inject components/board/include/ globally from the top-level
  CMakeLists so breadboard TUs expanding bb_hw.h can resolve the
  per-board header

Closes TA-181.
