refactor: adopt bb_ota_validator; wire save cb; consume bb_prov v0.11.1 (#141)

- collapse local components/ota_validator/ onto breadboard's
  bb_ota_validator: keep the two signal pushers (on_stratum_authorized,
  on_share_accepted) that decide when to mark; drop the duplicated boot
  check, rollback preflight, mark_valid wrapper, is_pending wrapper,
  and the /api/ota/mark-valid handler (bb registers its own now) (TA-176)
- bump breadboard pin to v0.11.1 and pass NULL extra-routes to the new
  bb_prov_start(assets, n, extra) signature
- install the provisioning save callback (previously dead — pool/wallet/
  worker submitted via the portal were silently dropped)
- drop taipan_web_finish_prov_setup; bb_prov v0.11.1 owns common routes
- expand framework log suppression (net80211, pp, esp_netif_lwip) to WARN
- mining.js settings save: add "No changes" message, visible reboot
  countdown, and auto-reload after reboot

Closes TA-176.
