* feat(platform): arduino uno + cc3000 as second backend

- add platform/arduino/{log_stream,nv_config} implementations
- log_stream: serial-backed with F() macro support for PROGMEM strings
- nv_config: EEPROM-backed TLV with tombstone gc, type-safe get/set
- extend log_stream.h and nv_config.h with arduino branch and extern "C"
- add examples/arduino-uno-cc3000 with full TCP /ping demo
- split Makefile smoke target into per-example builds
- add CI matrix for minimal and arduino examples
- update docs: README mentions arduino beta status, CLAUDE notes PROGMEM discipline

* fix(ci): separate smoke job with matrix for example builds

restructure workflow to have smoke as top-level job (not step) with
matrix strategy over examples, fixing yaml syntax error.
