chore(ci): summary gate + rename minimal example to elecrow-p4-hmi7 (#20)

gate smoke job on test so matrix builds don't burn CI minutes when
host tests fail. add summary job that requires both test and smoke
to succeed — provides a single required status check for branch
protection, transparent to matrix expansion.

rename examples/minimal to examples/elecrow-p4-hmi7 to match naming
convention of arduino-uno-cc3000 (board + distinguishing peripheral).
update platformio.ini env, Makefile targets, build.yml matrix, and
README.md references accordingly.
