refactor(log_stream): rename drain param ticks_to_wait -> timeout_ms (#16)

Public API should not bake FreeRTOS-tick semantics into parameter names.
Accept milliseconds; convert to ticks at the ESP-IDF boundary. UINT32_MAX
still means wait forever.
