fix flaky TestRestoreDistributedCluster: use preprocessed config as fallback exit condition

ClickHouse 26.x caches system.clusters in memory independently of the
preprocessed config, so SYSTEM RELOAD CONFIG updates the config file but
may not flush the in-memory cluster table within the 180s wait window.

The preprocessed config is the authoritative source: if grep finds no
'new_cluster' there, treat the cluster as removed and exit the loop early.
