fix flaky TestSkipEmptyTables: skip detached dir in freeze shadow + drain DDL queue before DB recreate

Two root causes addressed:
1. MoveShadowToBackup counted the MergeTree detached/ directory as a data
   part, causing filterEmptyTables to treat empty tables as non-empty on
   ClickHouse versions that include detached/ in the freeze shadow.

2. ON CLUSTER DDL tasks from the first restore could replay asynchronously
   when the database was recreated for the second restore, creating
   empty_table after restore exited but before system.tables was checked.

Fix: skip detached/ in filesystemhelper.go; poll
system.distributed_ddl_queue after each dropDatabase to drain pending
DDL before recreating the database; add defer Cleanup and initial state
cleanup to the test.
