fix flaky TestRestoreDistributedCluster: explicit SYSTEM RELOAD CONFIG on ADD cluster path

Auto-detection of config.d/*.xml is unreliable across ClickHouse versions
(especially 26.x on GitHub Actions runners). The ADD path relied on
auto-detect with a 10s polling window and no SYSTEM RELOAD CONFIG, while
the REMOVE path already used explicit reload + 180s wait. Mirror the
REMOVE pattern on ADD to remove the asymmetry.
