feat(fan): temperature-based duty curve (#113)

- add emc2101_curve.h: header-only piecewise linear curve
  (<=40C->30%, 40-60C linear 30->60%, 60-75C linear 60->100%, >=75C->100%)
- add emc2101_set_duty_pct() / emc2101_get_duty_pct() with cached last value
- asic_task: apply curve every 5s; fail-safe to 100% on temp read error
- mining_stats: add fan_duty_pct (bitaxe-only, init -1)
- /api/fan duty_pct: read actual setting from stats, null until first tick
- emc2101 init: boot at 100% fail-safe; telemetry loop adjusts from first tick
- 10 new host unit tests covering boundaries, edge cases, monotonicity
