feat(api/fan): expose EMC2101 fan RPM and duty cycle (#111)

new bitaxe-only /api/fan endpoint reads TACH registers from EMC2101 to
report fan RPM; duty_pct hardcoded at 100 (max duty, pending TA-9
closed-loop control). returns rpm as null on i2c error or stalled fan
(tach=0xffff). 404 on tdongle. mirrors /api/power pattern from pr #110.
