feat(api/power): expose ASIC voltage, current, power, efficiency telemetry (#110)

new bitaxe-only /api/power endpoint reads TPS546 READ_VOUT (0x8B) and
READ_IOUT (0x8C) via PMBus every 5s in the existing telemetry block,
derives pcore_mw from the product, and computes efficiency_jth when
both power and hashrate are available. fields are null when unavailable
(transient I2C error or not yet sampled). tdongle returns 404 (uri not
registered). header-only tps546_decode.h provides host-testable
ulinear16/slinear11 integer decoders with 5 new unity tests.
