fix(bitaxe-403): switch from DS4432 to TPS546 to match Supra 402/403 hardware (#109)

Supra 402/403 hardware uses the TPS546029 PMBus regulator (verified against
AxeOS). The DS4432 path targeted older 400/401 boards which we are not
supporting. Voltage control was silently NACKed on real hardware. Swap to
TPS546 with the same PMBus config the Gamma uses; widen the ASIC_BM1370
guard in tps546.c and tps546.h to include ASIC_BM1368, and delete ds4432.c
and its header outright.
