doc: simplify and condense space-repositories plan

Rewrite the plan top-to-bottom: 535 → 221 lines, 10 phases → 4,
authority section consolidated from ~190 lines (with duplicate
algorithm sections) to ~70.

What stays load-bearing: space identity model, what goes into a space
repo, the evidence-kind / policy-table model, materialized triple
shape (sketch), implementation phase ordering, key files.

What's dropped: pseudocode for closures, full Java/SPARQL code for
detection-loop changes, file:line citations that rot, duplicate
"Algorithm" subsection, edge-case enumeration that belongs in code,
the Risks/Mitigations table that restated other sections, verbose
Phase 1 enforcement narrative.

Added an "Open / deferred" section so the things explicitly out of
scope (time-ordered authority, cascading revocation, cryptographic
agent linking, dual confirmation, multi-registry) aren't lost.

Predicate names flagged as working titles at the materialization
section so they aren't read as committed.
