doc: split authority into authority-evidence and self-evidence

Generalize the materialized authority model so that each
role-assignment nanopub is classified into one or more evidence kinds
(npa:authorityEvidence and/or npa:selfEvidence), and the per-tier
policy is a query-side filter rather than a materialization decision.

Phase 1 policy: AdminRole / MaintainerRole / MemberRole require
authority-evidence; ObserverRole (and user-defined roles defaulting to
it) requires self-evidence. Both kinds are collected and stored
regardless of which is currently required, so future tightening to
dual confirmation (authority + self) for any tier is a query change,
not a re-load or re-materialization.

Materialized shape: one npa:RoleAssignment per (agent, role, space)
tuple, with npa:hasEvidence linking to evidence objects carrying
npa:evidenceKind and npa:viaNanopub. Updated Phase 2D Phase-1 model,
Phase 9 view-display SPARQL, AuthorityResolver Key Files entry,
re-materialization wording, and semantics decision #3 to match.
