doc: materialize resolved authority into npa:graph of each space repo

Switch the Authority Chain Resolution section from a query-time helper
model to a materialization model: AuthorityResolver computes the closed
admin / maintainer / member sets and writes them as
npa:ResolvedRoleAssignment triples in the space repo's npa:graph,
triggered on authority-relevant nanopubs and trust-state pointer flips.

Authority-sensitive queries become plain SPARQL joins against npa:graph
(no per-query Java pre-resolution). Update Phase 2D's Phase 1 admin
check and Phase 9's view-display query to read from the materialized
set. Update the Key Files entry to describe AuthorityResolver as a
pure writer.

Add explicit member-resolution algorithm (Phase 1 flat-role rules) so
the materialization covers admins, maintainers, and other members in
one uniform shape. Re-materialization triggers spelled out so the
loader integration points are unambiguous.
