* test(gateway): implement T-1304 and T-1305a/b validation tests

Add 3 integration tests in `build_metadata.rs`:

- T-1304 (`t1304_version_string_format`): validates compile-time
  version string format `<semver> (<7-char-hex-or-unknown>)` per
  GW-1303
- T-1305a (`t1305a_verification_failure_includes_diagnostics`):
  ingests a BPF program that fails Prevail forward analysis and
  asserts multi-line diagnostics with instruction labels per GW-1305
- T-1305b (`t1305b_successful_verification_no_diagnostics`):
  ingests a valid program and asserts success with decodable image

* fix: use CARGO_PKG_VERSION_{MAJOR,MINOR,PATCH} for semver validation
