ci(hw): trigger CI on hw/ file changes (HW-0902) (#739)

Add `hw/**` to the CI workflow path filter so that changes to
KiCad hardware source files trigger the test suite. The sonde-kicad
crate's integration tests reference `hw/carrier-board/ir` and
need to run when those files change.

Closes #700
