v1.7.4: Pin mhcgnomes floor to >=3.31.0 (#52)

Earlier versions (notably <3.31) canonicalised some allele strings
differently — e.g. 'SahaI*35' raised ParseError in 3.31.1 but parsed
successfully as 'Saha-I*35' in 3.32+.  That inconsistency silently
broke CI when the test suite picked up a different version than the
developer ran locally.

Pin to match the normalization forms tests assert.
