feat(board): add HAS_I2C macro and GPIO bounds guards (#99)

- HAS_I2C is defined for BITAXE_601, BITAXE_403, TDONGLE_S3; intentionally
  omitted for future BITDSK_N8T until real I2C pins are confirmed (TA-48)
- compile-time error on ESP32-C3 targets if I2C pins exceed GPIO 21
- new board_gpio_valid() inline helper for runtime SOC_GPIO_PIN_COUNT check
- wrap i2c_new_master_bus call sites in asic_task.c and display.c with
  #ifdef HAS_I2C and board_gpio_valid() guards
