feat: extract wifi reconnect manager and add network diagnostics (TA-43) (#100)

- new wifi_reconn task owns retry state machine, backoff ladder, reason histogram
- wifi_prov event handler gutted to thin notifier; delegates to manager queue
- stratum gains has_ip gate before getaddrinfo and wifi kick callback on persistent failure
- display shows disconnect reason, age, retry count, mdns/IP status
- /api/info exposes network diagnostic fields
- unified backoff: reason 204 ladder (0/10s/30s), other reasons 0/5s, 5min reboot window
