feat(ota): add hybrid mark-valid validator with rollback gate (#97)

- new ota_validator component: atomic-guarded state machine with three
  convergence paths (first share accepted, 15-min sustained stratum,
  manual POST /api/ota/mark-valid)
- stratum.c hooks on mining.authorize and share-accepted paths
- http_server.c exposes /api/ota/mark-valid and validated field in /api/info
- main.c delegates mark-valid to ota_validator_start() in app_main
