fix: correct keepalive response routing and reconnect backoff (TA-50) (#96)

- track keepalive request id in stratum client so pool responses to
  mining.suggest_difficulty are not mis-routed to the submit-response
  handler and counted as rejected shares
- reset reconnect backoff on successful tcp connect, not only on first
  mining.notify, so post-handshake failures do not inflate the delay
- debounce IP_EVENT_STA_LOST_IP by checking whether the netif still has
  a valid ip before tearing down the stratum connection
