fix: add delay after FFI dispose to let Go goroutines settle

The dart test process exits immediately after tearDownAll, which can
race with Go goroutines still shutting down. Add 200ms delay to let
them notice the shutdown flag before the Dart VM invalidates
NativeCallable pointers.
