* Verilog: allow trailing // comments on `define lines

A line comment should terminate macro text per IEEE 1364-2005
§19.3.1. The preprocessor was rejecting tCOMMENT tokens inside
p_text_macro_definition instead of treating them as end of the
macro text.

* Convert to unit test
