* feat: add internal/backup and internal/config packages

- internal/backup: Backup struct and methods for git-based backup operations
  (dedicated or shared mode with sparse checkout support)
- internal/config: Config struct with bootstrap.json loading and env var overrides
  PROJECT_KB_PATH takes priority, QM_DB_PATH as fallback alias
- Full test coverage: 95.5% for config, guard conditions for backup
- Both packages use stdlib only, no external dependencies

Port CRUD layer from quartermaster for projects, items, plans, and config.
