feat(frontend): gate community pulse behind waffle flag (#82)

## Description

Adds a Django waffle flag for community pulse and gates the frontend
community pulse surfaces behind that flag.

### Added

- A seeded `community_pulse` waffle flag in Django.
- Migration for Product + ML Ops Example Users, and a `README.md` note
on how they can be used in Django Admin

### Updated

- Gated the dashboard, community page, journal prompts, and profile
community settings behind the evaluated feature flag.
- Added frontend tests covering the enabled and disabled community pulse
states.
