chore: remove low-value AI-generated comments across services (#84)

## Description

Sweep across all services to remove AI-generated narration comments
(restating the next line, test-structure markers, redundant docstrings)
while preserving comments that explain non-obvious intent or trade-offs.

### Updated

- Backend, analyzer, django, dagster, experiments: strip
`Arrange/Act/Assert`, `# Verify ...`, and other low-value narration from
source and tests
- Frontend: trim JSDoc headers and narration across `actions/`,
`components/`, `__tests__/`, and `e2e/` specs
- Bind loop variables in `train_article_recommender` lambdas to satisfy
ruff `B023`
