feat(frontend): add community pulse (#81)

## Description

Adds the shared community features foundation across Django, backend,
and frontend so Community Pulse, Today Together, community prompts, and
settings-based opt-in can run on one privacy-forward pipeline.

### Added

- Community data models, migrations, admin views, SQL schema, rollup
jobs, and read APIs for pulse, today together, and prompts
- Frontend community page, dashboard Today Together card,
community-derived prompt integrations, and community settings controls
- Targeted backend and frontend test coverage plus Bruno requests for
the new community endpoints

### Updated

- User APIs and frontend settings flow to support community opt-in and
coarse location preferences
- Generated protobuf, gateway, sqlc, and mock artifacts required for the
new community feature set
