🥯 Bun Migration for Testing/Deployment (#8)

* 🥯 bun switchover!

I never really loved jest anyway it was just convenient to get started
with. I've been itching to use bun on a personal project and this seemed
like a good time to start!

Still some edges to work through to really take advantage of bun's
speed.

Requires config to move into this world and i think this gets us to
parity!

* ✍️ changeset for bun migration nothing user-facing

* 🤓 Experimental Istanbul Code Coverage Script

My ego took a hit seeing that bun's code coverage metrics would drop us
nearly 10% and that didn't seem quite right so I ended up down a rabbit
hole here and I *think* that this would keep us at a consistent rate,
though with a small hit due to the oversight of not including the `json`
and `testing` packages in coverage that's entirely on me and something
I'll have to fix as a follow-up.

1853 of 1979 relevant lines covered (93.63%)
