* 🩹 Test Coverage Corrections

Clears up some testing hotspots that were clearly missing coverage and
contributed to our dip (way more than the bun migration lol)

* 🦋  skip changesets pr workflow for test-only

* 🐛  new changeset skipper logic bug

needs to also skip the other kinds of skipped files in the glob at the
top
