⚙️ Add changeset check workflow, bump CI to Node 24

- Add changeset-check.yml: requires a changeset on PRs that touch
  package code; skips automatically for docs/markdown/.github-only changes
- Bump all workflow node-version pins from 20 → 24 (was already
  inconsistent; publish.yml had one job on 24)
