fix(ci): read version from workspace root Cargo.toml in nightly installers (#701)

PR #690 centralized the version to \[workspace.package] version\ in
the root Cargo.toml. The installer jobs were reading from
\crates/sonde-gateway/Cargo.toml\ which now contains
\ersion.workspace = true\ instead of a literal version string.

- Linux DEB: \grep\ matched \ersion.workspace = true\, producing
  \ersion.workspace = true+nightly.20260408\ → dpkg-deb parse error.
- Windows MSI: \Select-String\ regex failed to match, returning null →
  \Cannot index into a null array\.

Fix both to read from the workspace root \Cargo.toml\.
